This facilitates equitable circulation of information resources among all users.
Information materials borrowed on regular loan are all issued at the circulation section.
Short loan materials are issued from the Circulation Section.

Lending Regulations and penalties
- Only registered students of Rongo University and Staff are entitled to borrow materials.
- All library users MUST produce their Student /Staff identification card before borrowing any information material.
- Lost or mutilated information materials on loan will be replaced at the market cost of the information materials plus KSh. 500. processing charges.
- Information materials borrowed on regular loan and not returned on the due date will be charged KSh. 5/= per day
- Information Borrowed on short loan and not returned on time will be charged Ksh. 5/= per hour.

5. | Obtaining or using library card under false pretenses | Suspension from the library for maximum period of one semester |

7. | Smoking, eating or drinking in library buildings (Including stairwells and decks) sleeping in the library. | Suspension from the library for maximum period of one semester |

9. | Rudeness to library Staff, including University Security | The case will be heard by the university Librarian/ the deputy, who will determine whether it should be heard at the student disciplinary committee |
10. | Use of communication devices including cell phones, pagers, beepers radios, walkie talkies, earphones, etc | Suspension from the library for maximum period of one semester |
11. | Noise making, discussions, consultations in the reading areas, staircases and clock rooms | suspension from the library for maximum period of one semester |
12. | Contravention of intellectual property Stipulations of university such as photocopying limits | suspension from the library for maximum period of one semester |
13. | Behavior which adversely impact on other individuals use or access to library facilities and resources | suspension from the library for maximum period of one semester |
14. | Possession of items from other libraries that are either overdue or have evidence of having been removed without proper authorization | Item will be confiscated, awaiting consultations with concerned library |
